In 1914 Ida Dalser, a young beautician falls madly in love with Benito Mussolini and sacrifices everything she has to quench her thirst for power. The film examines their tumultuous story during the rise of fascism. On the birth of their son resulting from their adulterous affair, the future founder of the Fascist Party has the young woman confined in a psychiatric hospital to make sure that the embarrassing story does not damage his reputation.

Here the secret is intimately linked to Mussolini, a figure of major importance in the history of the 20th century. Following the first part, which focuses on the incredible thirst for power during the Second World War, the film focuses on the ups and downs of a woman ready for anything to claim her rights to her son. Marco Bellocchio clarifies the problem between Ida Dalser and Il Duce through a reflection on the power of images in contemporary society, between avant-garde quotes and archive footage. "Images made me make this film, not the story or the idea and even less the message" (M. Bellocchio).
