Executioners and survivors come face to face at the Gacaca court set up in Rwanda following the 1994 genocide to try some 500 000 suspects who are still in detention. The film presents three eloquent fragments from these trials where people speak less and less freely.

Rwanda, les collines parlent shows the difficulty in finding justice given the dimension of a drama which affected the whole population. Bellefroid wants to show the closeness of the genocide and brings together people who were friends and neighbours before the war. This shows that "the idea of the genocide is still there" (Bernard Bellefroid). The wounds are still open, some feel no remorse, others cannot forgive. Bellefroid's ambition was not to pass an evident moral judgement in the face of these courts. "I do not consider that the camera is a weapon, it is not there to judge, even if at the end of the day the edit and the film's point of view is not complacent in relation to the acts which were committed" (Bernard Bellefroid).
